WHAT IS AN INVESTMENT DEALER LICENSE?
An Investment Dealer license grants its holder the authority to establish a trading platform in Mauritius and conduct trading of securities and related products on behalf of clients.
The legislative framework for companies holding both a Global Business Licence (GBL) and an Investment Dealer Licence in Mauritius is governed by the Securities Act 2005 and the Securities (Licensing) Rules 2007.
Capital: Meet minimum capital thresholds based on the type of licence
Director/Shareholder: At least 2 resident directors and 1 shareholder
Officers: Has at all times two full time officers and who are conversant with the operations of an investment dealer
Fit and Proper Criteria: Directors, officers and members must meet standards of integrity and competence as outlined by the FSC
Application Process: Submit a detailed business plan, financial projections, and relevant manuals
Compliance Framework: Establish strong compliance and risk management systems, including appointing a local Compliance Officer and MLRO and DMLRO
Physical Presence: Maintain an office in Mauritius with core management functions conducted locally
Ongoing Obligations: Regular reporting to the FSC and adherence to AML/CFT regulations
